The Tianjin University of Technology Navigation Science Popularization Base is affiliated to the Maritime College of Tianjin University of Technology, the only institution in the Beijing-Tianjin-Hebei region that cultivates undergraduate, graduate and doctoral talents in maritime transportation technology. Adhering to the philosophy of spreading marine culture, popularizing marine science and disseminating maritime knowledge, the base is rooted in the industry, supported by professional advantages, and upholds the concept of "large ports, great openness, and comprehensive circulation". It strives to promote the in-depth integration, mutual support and integrated development of ports, industries and cities, and is committed to exploring marine cultural resources, spreading Chinese marine culture, and imparting maritime knowledge.

By organically integrating scientific knowledge with practical skills and adding interesting and interactive elements, the base enables the relatively niche "deep blue culture" and maritime knowledge to reach the general public. While expanding the influence of the college, it also popularizes professional knowledge and skills such as maritime navigation, ships, astronomy, meteorology, fire protection and survival among the public.

The base comprises a series of professional facilities, including the Sea-Sky Integrated Ship Maneuvering Laboratory, the Intelligent Ship Engine Room, the teaching and training ships "Tianli Zhongneng" and "Tianli Zhongde", the "Tianli Qiushi" pontoon wharf, the Maritime Skills Center, the Sailor’s Craft Laboratory, the Maritime Instruments Laboratory, and the Route Design Laboratory. It is a distinctive and engaging science popularization base that integrates academic research, talent cultivation, real-scene experience, science popularization and social education.

Open to the public, the base organizes research and study activities for primary and middle school students. To further advance the integrated development of ideological and political education in primary, middle and higher education and give full play to the characteristics of the maritime science popularization base, it has received teachers and students from many primary and middle schools for visits and learning in recent years. Through the combination of education and entertainment, it cultivates young people’s interest in marine culture and shipping.

In addition, the base has jointly established an integrated ideological and political education base for primary, middle and higher education with Tianjin Middle School and Chunhao Primary School of Shanghai Road Education Group, and carried out career development study camps for students of these school levels. Its efforts have been reported by various media outlets, exerting a positive social impact and making it an important platform for promoting marine culture and popularizing maritime knowledge.
