The Think Tank for Investment Model and Control of China’s Major Engineering Technology ‘Going Global’ is based at Tianjin University of Technology. It focuses on public projects as its primary research objects and is guided by major national strategic needs such as the ‘Belt and Road’ initiative and the construction of the Xiong’an New Area, aiming to develop into a specialized high-end think tank. It was among the first in China to propose a project governance theoretical research system integrating theoretical research, consulting services, and teaching research. It has established a new paradigm for improving public project management performance based on project governance theory, developed a public project investment control system guided by project governance theory, proposed a government-invested project delegated-construction management model, improved the technologies and methods for EPC, full-process consulting, and PPP project investment control, and established a technical system for emergency project investment control. The think tank currently has a research team with a reasonable age structure, led by Professor Yin Yilin, with 13 core members, including 7 professors and 6 associate professors, all of whom hold doctoral degrees.
