Public Investment and Project Cost Research Center, relying on Tianjin University of Technology, is a Key Research Base of Humanities and Social Sciences in Tianjin. Supported by the discipline of Management Science and Engineering, it closely aligns with the major strategic needs of the country such as the "Belt and Road" Initiative and the Beijing-Tianjin-Hebei Regional Integration. Focusing on three core directions, namely, public project management and engineering cost, ecological industrial engineering, and safety management engineering, the center has established a development system integrating theoretical research, consulting services, and talent cultivation. It took the lead in proposing the theoretical framework of project governance in China, formed a new paradigm for research on improving the performance of public project management, improved investment control technologies for diversified models such as PPP, EPC, and BT, and established an investment control system for emergency projects, becoming a professional high-end think tank serving the development of the industry and the region.
At present, it has a research team with a reasonable age structure, led by Professor Yin Yilin as the director. The core members of the team include 13 individuals, among whom 7 are professors and 6 are associate professors, all holding doctoral degrees. In the past five years, members of the center have participated in more than 10 consulting research projects with a total contract fund of approximately 15 million yuan. They have also participated in 3 national scientific research projects (including 1 National Natural Science Foundation project and 2 National Social Science Foundation projects) and 1 provincial and ministerial-level scientific research project. The team has published more than 10 works and won 7 awards, including 1 provincial-level special prize, 3 provincial-level first prizes, and 3 provincial-level second prizes. Under the guidance of the think tank members for the investment models and control of China's major engineering and technological "going global" initiatives, graduate students have published more than 100 high-level papers, including 10 in CSSCI, 21 in Peking University Core Journals, and 10 in SCI. Moreover, the center has 10 teaching achievements including National-level Teaching Masters, National Excellent Courses, and National Characteristic Majors, forming a virtuous cycle of “promoting scientific research through teaching and feeding back teaching with scientific research”.
In the future, the center will still focus on academic frontiers and national needs, deepen theoretical research and practical application, strengthen talent training and international cooperation, and strive to become a leading domestic and internationally renowned research highland and think tank platform for public project investment control.
